This was originally a stuffed green pepper recipe from one of my moms cook books.

Recipe Ingredients for Unstuffed peppers

2 lbs extra lean ground beef
1/2 green pepper
1/2 yellow pepper
1 cup brown rice
2 tsp garlic powder
2 tbs chili powder
1/2 small onion
1/2 cup tomato paste

Recipe Directions for Unstuffed peppers

Chop and carmalize onion. Cook beef while dicing peppers, add peppers and spices. cook rice ahead of time. once beef cooked add rice and tomato paste.
