Cut chicken into thin slices, sate with chopped onion and garlic in 1 tbsp of oil, sprinkle with salt and pepper to taste. Set aside. Scallop potatoes, layer bottom of large casserole dish until covered. Spoon meat mixture onto potatoes, and cover with remaining scalloped potatoes, sprinkle with pepper and salt on the top and remaining oil. Bake at 400F until potatoes are soft. Beat eggs and milk together and pour over potatoes, return to oven until eggs are cooked.
