Add remaining flour. Cook, stirring, until light brown Add tomatoes, wine, and broth. Bring to a boil add thyme, parsley and beef shanks Cover and put in oven for 1 hour. Let stand covered for 15 minutes. Serve over rice or pasta.

3 lb beef shanks
1/2 c flour
