Make bechamel: melt butter in saucepan, add flour and stir to blend. Add milk and whisk until thickened, about 5 minutes. Spray small rectangular pan (9X( works) with cooking spray. Spread 1/4 c tomato sauce on bottom, add three noodles (make need to break to fit), more tomato sauce, bechamel, and another layer of noodles. Continue to layer, ending with bechamel and parmesan cheese. Bake at 350 for about 30 minutes.
